Canada initiates WTO complaint against U.S. duties on Canadian lumber

Canada announced it has formally requested World Trade Organization (WTO) consultations with the United States concerning the U.S. Department of Commerce's recent final anti-dumping and countervailing duty determinations on imports of certain softwood lumber products from Canada.

The Canadian Government considers the U.S. Department of Commerce's decision to impose punitive anti-dumping and countervailing duties on Canadian softwood lumber producers as "unfair, unwarranted and deeply troubling."

A request for consultations formally initiates a dispute in the WTO. Consultations give the parties an opportunity to discuss the matter and to find a satisfactory solution without proceeding further with litigation.

After 60 days, if Canada and the United States are not able to reach a mutually agreed solution through consultations, Canada may request that the WTO establish a dispute settlement panel to examine the matter.

Canada recently challenged the countervailing duties under Chapter 19 of the North American Free Trade Agreement.
