The eManifest project is on track for implementation

The Canada Border Services Agency (CBSA) published last week its spring 2010 edition of the eManifest Newsletter.

This edition highlights key accomplishments during the past year and provides important information for trade chain partners as the project moves from the planning and development stage to implementation, scheduled to begin in September 2010 for highway carriers.

imageThe CBSA encourages stakeholders to adopt eManifest requirements early within the implementation timeline. Being an early adopter will allow business to fine-tune processes and correct any problems before requirements become mandatory. This will also reduce the likelihood of incurring penalties once regulations come into force.

Current CBSA options for information transmission (EDI) will include an eManifest function beginning in September 2010. Clients or their service providers involved in the EDI process must undergo acceptance testing. While the Electronic Commerce Client Requirements Document for the highway mode offers technical instructions, the test environment will be available for clients beginning in June 2010.

To facilitate compliance and make the transition from paper to electronic reporting more manageable for small- and medium-sized enterprises, the CBSA will offer an eManifest Portal service option beginning in early 2011.

Although EDI users can begin transmitting eManifest information in September 2010, the 18-month implementation timeline for all highway carriers to transmit cargo and conveyance data will begin in early 2011, when the eManifest Portal becomes available.
