Panama had been shutting out Canadian cattle since 2003, when cases of bovine spongiform encephalopathy (BSE) where discovered in Canada.
In 2009, the value of Canadian agriculture and food exports to Panama was $23.5 million. Canada and Panama signed a free trade agreement last May 14.
